Supports for Community Living Case Management
The Supports for Community Living (SCL) Waiver pays for residential and support services so people with intellectual and developmental disabilities can live in the community. RiverValley’s SCL case managers arrange those services and speak up for clients when something isn’t working.

SCL is a Kentucky Medicaid program for people who qualify for an Intermediate Care Facility (ICF) but choose to live in the community instead. It funds staffed residences, adult foster care homes and a range of other supports.
RiverValley provides SCL case management for people diagnosed with a developmental disability before age 22, and for people under 18 with an intellectual disability and an IQ of 70 or below.
Waiver services can include community living supports, personal care, adult day training, occupational and physical therapy, behavioral support, respite care and supported employment. The case manager coordinates all of it with the family and the providers.
To qualify, a person must have a documented intellectual or developmental disability, meet Medicaid financial requirements and need ICF-level care. Psychological testing and an adaptive behavior assessment are required. There is a waitlist for SCL allocation, managed by the Kentucky Department for Behavioral Health, Developmental and Intellectual Disabilities.
You can receive services on one waiver while waiting for another, but not on two at once. Our team can go through the options and the application with you. To apply for Medicaid, visit kynect.ky.gov or contact your local Medicaid office.

What to Expect
It starts with a conversation about your situation, the eligibility rules and what paperwork you will need. If you are already on the SCL Waiver, case management can start immediately.
Once enrolled, you and your case manager write a service plan. They coordinate with providers, check in regularly, and make sure you are getting everything the waiver allows.
